Many entities today do not really understand the typical scope of Program Management services; many times confusing it with the scope of Project Management and those of Construction Management services.
Program Management services typically encompass the overall management of a development program. This means that the Program Manager, working with the Owner, will consider all restricting parameters such as available design consultants, contractors, location and type of and existing development area and appurtenances, the public, available funding, priorities, permitting, traffic, population, costs, etc.. He or she would then propose an overall scope including the design consultant's basis for design of a system of projects or project which would also include restrictive bidding, construction sequencing and procedures. This cost effective system should fulfill the Owner's intent and desires. The Program Manager will also develop a management manual or guidelines for all operations. The Program Manager would also negotiate and review the consultants contract and tasks proposals as well as the construction documents as they are developed. Overall management and monitoring of the projects as they develop though out the design, permitting, bidding and construction phases will be the Program Manager's responsibility.
Project Management and Construction Management scope of services are more limited in scope since project parameters have previously been met and the consequential project has already been defined.
